How did they do it?

I'm still curious.

In the primary, you have a non-partisan ballot issue - like a school levy.

You are forced to vote by mail. You did not want to swear an oath, but you wanted to vote on the levy.

If you didn't mark the box on the outside envelope, how was your vote for the levy processed?

Was it separated from the envelope and put into a special stack that would go to a machine that only read the non-partisan votes?

Was it ignored?

Another curiosity:

If I had indicated a party loyalty on the outside of my ballot envelope, was forcing me to do this in order for my vote to count a violation of the State Constitution?

ARTICLE 1, SECTION 6 BALLOT. All elections shall be by ballot. The legislature shall provide for such method of voting as will secure to every elector absolute secrecy in preparing and depositing his ballot.

Was marking a party preference oath on the outside of the envelope something less than absolute secrecy?

ARTICLE 1, SECTION 19 FREEDOM OF ELECTIONS. All Elections shall be free and equal, and no power, civil or military, shall at any time interfere to prevent the free exercise of the right of suffrage.

By not marking a party preference on a ballot envelope in a government run election, was I prevented from my free exercise of the right of suffrage?

Just curious.

I feel victimized, but it is so hard to be recognized as a victim if you don't belong a government endorsed and recognized victim's group.
