Mail Ballot Horror Show (XLIII)

California Secretary of State Debra Bowen tweets:

Never got my vote-by-mail ballot for L.A. election, so I will be casting a provisional ballot.
Bowen's first instinct is not to doubt election officials, but to doubt the mails:
I wouldn't blame the city - could be a post office problem, could be our mailroom or ? Investigate before blasting city!
That'll build confidence in voting by mail!

Bowen later adds:

My POV: this is why we have provisional ballots. If a voter's ballot is missing s/he can still vote w/o risk of double voting.
Good thing there's no risk of double voting!

1. This Happened to me in 1996. I did get my ballot but not until after the election. People still wonder why I do not trust vote by mail.
