Who knows? As far as I can tell, he hasn't expressed a coherent vision beyond "War Hero. Maverick." As Lisa Schiffren wrote:

Personally, I would prefer a candidate who articulates a coherent and appealing philosophy and has a consistent track record. But I agree with Paul Mirengoff of the Powerline. Given a choice between a "maverick" who embraces an idiosyncratic mix of unpredictable and often irrational policies, and an executive who reaches decisions based on facts and constituent preferences, I would favor the latter.
