Jerry Cornfield outlines the coming game of musical chairs for a number of legislative seats from Snohomish County. Included in that mix is the intra-party fight among Democrats for the appointment to fill Brian Sullivan's House seat in the 21st District.
Look for that current contest to spill over into a primary next year. Darryl Chapman, long-timer labor union leader and definition of the working class Democrat stereotype, is likely to be pitted against either Mukilteo City Councilman Marko Liias or Lynnwood City Councilman Mark Smith. Both of the latter two are more liberal and better match the affluent, white collar nature of much of the district in question. Either would like have the strong support of the environmental community, leading to a proxy fight between that interest group and another traditional Democratic constituency, organized labor.
Whoever wins that primary wins the seat, since the district is now totally hopeless for Republicans after the last round of redistricting.

Posted by: cliff on December 9, 2007 03:50 PMYes, I'm totally sure the 21st is out of range now. Marine lost to Sullivan right before the district was redrawn. The new boundaries have a much more Democratic tilt than the old boundaries, which themselves were increasingly leaning Democrat.
The 38th Leg. Dist. in Everett is now a better chance for a Republican than the 21st. In addition, Renee's tough results in this year's County Council race are a substantial indicator of how southwest Snohomish County has changed in the last 10-15 years.

Anyhow, you might be right about the 38th. One of our challengers actually did decent in 2006, and needless to say, that wasn't a good year for us.
Posted by: cliff on December 9, 2007 07:49 PMA couple of weeks ago I did a public records request on the courts/court clerk & staff here in Thurston. Within 24 hours of that request a summons for jury duty was post marked.
Coincidence? Well in nearly a decade of living here as a registered voter I haven't been summoned for jury duty. What is the probability that I could be randomly selected w/in 24 hours of issuing a public records request on an agency that we've already caught pilfering the cookie jar of justice (hence public records requests).
Now it's no inconvenience for me to do my civic duty- the inherent problem I see is this is potentially jury tampering/stacking or at the very least a violation of the integrity of process that is supposed to be random.
Where I see this as a serious issue is that suppose this trial is about a violent sex offender-who is guilty and later he gets off because the jury summons were not random... further, there is no way to tell how frequently this has happened. In some googling around- it appears such is at least grounds for appeal.
Has a crime been committed?
BTW- the public records request was confirming the identity of an individual who approved a county employee to participate as private citizen in a legislative workgroup while on county time- so it's not as though the assertion I am making here is towards an agency that is ethically on the up and up.
if there are legal minds reading- please comment.
Is Roultone still in the running for next time? And what has he been doing in the meantime other than showing up to R functions? Is he gladhanding at senior centers and union functions (the former rather than the latter would be more valuable)?
