There doesn't appear to be a rational policy reason for the switch. It wouldn't have to do with wanting to give the Chair of the Oil Spill Advisory Council and candidate for Snohomish County Council, Mike Cooper, a win would it?

Slick politics given that the reversal has little substantive impact, but the move is more than a bit transparent.
