Update on SB 6362

Rep. Toby Nixon emails:

latest word is that the Secretary of State supports all six of my amendments and the Democrats will accept them. We will work on a list maintenance bill for next year that will allow a more streamlined process for you and others to point out corrections that need to be made and get an affirmative response as to whether the correction is going to made, and if not, why not. This will cover such things as duplicates, incomplete information, clearly incorrect information, etc. I think we'll be able to have a pretty good challenge and maintenance system then, and can move on to fix other problems like voting machine certification, improving the signature matching process, and bringing the election contest statute into the 21st century (from the 19th).
It's not over until the House votes on the amended bill and the Senate approves the House's amendments. But this is very encouraging. Kudos to Rep. Nixon, Secretary Reed and the Democrats for finding common ground and transforming what was a deeply flawed bill into one that moves us in the right direction and improves the integrity of the elections process. UPDATE (6:30pm): It looks like this will get done upon return from the dinner break. Tune in at 7:30pm

UPDATE (8:00pm): The bill passed 94-4. All of Nixon's amendments included.

3. Good news. The main thing is to prevent a 2004 style debacle from recurring. Now if only Sims will listen to his own "turn-around" team's recommedation and address the culture at KCREALs, there might be some hope.

Probably the best news in all of this is that there will most likely be a lot of sunlight on the midterm elections. It's going to be awfully hard for Logan to selectively count a close race, so that leaves many Republicans with a good chance.

As much as I hate to admit it, Gregoire is quite a masterful politician. She seems to have the ability to mesmorize her Lunatic KLOWN base into believing she is one of them......while at the same time no longer going toooooo far (after a horrible start!!!).

I think Gregoire is gaining confidence in the job to the point where she believes she won't need cheating to win re-election.

5. Potentially a good job. Tenacity often pays off plus the fact Toby Nixon has them over a barrel. There has been enough bad press on the elections process that the D's have to capitulate after offering a piece of crap of a bill - also that it is an election year.

A few more maneuvers like that will help the future look brighter, but as earlier stated - it will be a long uphill fight and will require more tenacity and cajones !

8. This shows true leadership and statesmanship on Toby Nixon's part. Too bad the GOP (and the Democrats) didn't try a little more of that, and a little less of partisanship, when the challenges were made in King County last fall. Nobody's true interests are really served by vote fraud or by sloppy elections.

11. And also I am so touched that this rose to the grand importance (and Big bad Walmart bashing didn't, of course it was an election year where campaign contributions from Walmart are necessary)) of being one of the bills crucial enough in a 60 day session to get passed.

Was there an Emergency Clause attached?

Or did they try to make it retroactive to just before the big bad republican challenge?

13. I remember when Stefan posted about Rep. Nixon's failure to get the weightier amendments adopted in committee. One poster was pessimistic that emailing their representative would have an effect. I emailed my representatives, and it looks like the vote went the way I asked them to vote.

This goes to show that sometimes, your voice does matter.

I credit Rep. Nixon and Stefan and whoever else were carefully watching this process and letting the people know what was happening. Keep up the good work! We are not in quite a tragedy as we have previously imagined, if things like this happen from time to time.

This is certainly not a time to relax the fight however.

Well before they get out of this session they will be dumping another massive tax hike on us all, as if with what they have done thus far they should all be thrown out in November, but although they walked gingerly on this one, don't expect it when the taxaholics get to the Big Kahuna Transpostation, your wallets will again be emptied, before thy lose power in November.

I've heard that they have been trying this for a while, and get shot down every year, but have never read a word of it in any of the state run press. This version was introuced in 2005 and just recently reintroduced with lots of new sections.

In response to the question from GS about still needing to provide the actual current address of a challenged voter in order to challenge them for not living at their registration address: The answer is, NO; under my amendment, you are NOT required to have the correct address in order to file a challenge. This was the most difficult amendment to work out and get agreement on. The amendment says that if the challenger does NOT have the current address, they must diligently try to verify that the voter doesn't live at the declared address and ATTEMPT to find their correct address. There is a specific list of things the challenger needs to do. If any of those turn up the correct address, you provide it and the challenge moves forward. If the address is not found, you include what you tried to do to find the address with the challenge information, and the challenge moves forward. This change was one of our major goals (I had run a separate bill on this issue, that died in committee).

Sen. Kohl-Welles continues to have concerns with this address challenge amendment, and says she's working with the Secretary of State and staff on further adjustments to it. The job is never done until both chambers pass the same identical language, the governor signs it (we'll have to work to keep her from vetoing out key sections), and you survive any court challenges.

I found these quotes that you might find interesting on "Queen Gregoire's" view of Taxes and specifically Ron Sim's Income tax proposal. I really found these amusing considering her recent tax hiking binge.

Christine Gregoire, Sims' main opposition in the September primary, issued a statement shortly after Sims made his announcement, saying his plan would put in place one of the highest state income taxes in the country, adding that the plan has no chance of passing.

According to a quote from the Queen herself:

"To start an income tax takes 2/3 of the House, 2/3 of the Senate and a majority vote in an election," Gregoire said in the statement. "I respect Ron's desire to improve our state, but a plan with no chance of passing is not a plan. We're coming out of a recession. We should be talking about jobs, not taxes."
