One of the weirder "findings" of Ron Sims' Task Force on Elections is that

While the new Elections Section managers made headway in introducing procedural and technological changes in the Elections office, they were unable to improve an entrenched organizational culture.
I've spent many hours interacting with many current and former employees of King County Elections. The frontline workers who greet me at the counter when I walk in the office to get information and those who have assisted me when I've examined poll books have been unfailingly courteous and helpful. I've received a lot of accurate confidential tips from elections workers who are disgusted with the official spin and cover-ups and want to share correct information with the public. Someone even sent me this jaw-dropping anonymous letter a few months ago. I was initially hesitant to post it because of its anonymity, but it does seem to corroborate nicely with other sources, such as the staff survey that the task force released. The author of the letter does not appear to have a culture problem. And I know we'd be getting a lot more of this stuff if the rank-and-file workers weren't afraid of retribution.

The culture problem isn't from the bottom up. It's from the top down. It wasn't the rank-and-file office staff who falsified documents, concealed critical information from the canvassing board, illegally certified the election, lied under oath and stonewalled the public on records requests. It's the leadership. It's Dean Logan answering to Ron Sims. We don't need a turnaround team to help Dean Logan change the culture. The only way to change the culture is to remove the current leadership. The only turnaround team we need is David Irons.

1. The culture problem is definitely from the top down. Remember the part of the Task Force report where an election worker complained of being put on paid vacation to keep their mouth shut just before the election?
If you ask Bill Huennekens about it he denies that's the reason and calls that person a liar.

Which is it? And if the employee lies, why were they not fired? If the employee was being truthful, why have no heads rolled for the cover-up perpetrated on him? How come Huennekens can never give a straight answer about anything?

Fire these people.

4. SP, other WA blogs, the WSRP and any private financiers, KVI, etc. should all heavily publicize as much of this information as possible near this year's election to plant seeds of doubt in the minds of as many regular Democrat voters as possible.

The best way to get rid of this cancer is to get rid of Sims and watch the house of cards fall.

Go David Irons.

5. Is it just me, or does anyone else feel the opposition just loves for us to chatter on about losing our voting rights to subhuman election-riggers, instead of kicking their asses. What good are initiatives and candidates when wannabe Stalinists are still allowed to count our ballots? Didn't our colonial ancestors deal quite harshly with such scum? Since the riggers have taken the citizens' right to liberty/elections, don't the citizens have the inherent right to track them down and treat them harshly? Isn't that fast-becoming our only meaningful alternative, given the stacked deck we have in the legislative, executive, and judicial branches? Are blogs eunuch refuges? Is there any "sacred honor" left? Will anyone risk jail time to walk the talk? Or will the mattoids take us without firing a shot.

Why on earth would they send a copy to Ken Schram of KOMO? David Postman of the Seattle Times?
Did this person actually believe they could open the eyes of those two - who are blinded by liberalism?

The letter writer seemed fairly guarded in their description of the problems at KC elections. I get the feeling they have much more to share - but were cautious to not divulge enough to be traced to his/her department..

The letter is dated April 26th - yet it seems to cover events that came about after that date...

8. Having worked at King County this letter pretty well sums up the surroundings. In spite of all the blather about cultural change, consensus and teamwork, it really comes down to either agree with management or be marked for the rest of your career.

In the department I was in, huge amounts of money and time was devoted to tracking the big report that was supposed to be delievered to our "clients" (other departments or government agencies). The only part of the process that was not tracked or discussed was when the report actually went out the door. I am sure you can now guess that the reports never got to their intended audience on time, but according to the well chosen "benchmarks", management was absolutely convinced things were going well. Plus I know of cases where absolutely excellent employees left because either their supervisor or human resources were being total morons. Case in point, one of the people was told by his supervisor that he really deserved a 5 on his annual review (5 was the highest rating), but the supervisor said the paperwork to put in for it was too much of a headache, since all "5" ratings had to go through proper channels. And Mr. Dimbulb supervisor was just stunned when excellent employee left just a few weeks later.

And the hiring process focuses not on whether you can really do the job but how well management thinks you will toe the line. And forget about trying to get rid of anyone. It takes YEARS at best, especially if said rotten worker meets any of the diversity goals or knows the right big wigs. Excellence is not rewarded. Political correctness is. Of course I don't think that surprises anyone here. :)

I suppose that in addition to using the elections department to assemble his campaign staff, he was putting together the methods for winning through fraud.

10. What really scares me is that this continues and continues without much more than lip service from our elected (?) leaders.

If we cannot get an unbiased, open, federal investigation of the political machine in this state, I see no other choice for the public but to take back our government by force. Yes, force. If there is no legal remedy, than there will inevitably be an explosion of the pent-up frustration of the public. Surely, the government (feds) must realize this.

Can we hope for ANY relief? I am keeping my fingers crossed, but I have a feeling things are going to get real ugly in the near future.

After reading the letter, I wish I could say I'm stunned, but I'm not - the environment described by the employee is very consistent with the King County government's "culture of fear" (Note - I wrote the linked post more than a week before Stefan posted the employee's letter, without any specific knowledge of its content or, for that matter, any knowledge of its existence.)

The Republican's problems is Washington State stem from:
1) A terrible voter profile database. The so-called list of Republicans and undecideds is pathetically poor. The Dems have a much better list of who they know they can count on and a terrific system to get out the vote. Chris Vance may claim the R's have as good a list....but don't believe it for a second. It sucks. By the way....where in the hell is Chris Vance.
2) R's need a well-orchestrated "ground troop" effort to bang on doors. When it comes right down to it, The LEFTIST PINHEADS are much more dedicated and willing to work (Gregoire/Rossi was an exception...not the rule).
How many of you have spent a whole weekend banging on doors or on the phone???? Not many I'll bet. Contact your local R headquarters. Many you will find have almost no organization or steam. They like to talk to each other!!!! Rather than work to bring folks over from "THE DARK SIDE".

What we really need to do is also organize young people to make calls and pound on doors. That thakes money and leadership. Is Chris Vance the right guy??? Where in the heck is Chris Vance??? Kind of like Where's Waldo, huh??

17. Not surprised at the letter. Commendable. Look at DSHS--front-liners trying hard, but management clueless & insulated; when it heats up, they quietly resign or retire with fat pensions just before the storm; case worker gets blamed; state pays out huge settlements; not defending everyone, but same scenario;

We better damn sure clean up this voting mess--if not, we deserve crap government; as for voting in Dean Logan as SOS, i would add that deranged monster creator's quote: "My God--what have I done?!"

My suggestion--encourage more "moles." Deep Throat" takes a new turn--"Deep Vote Throat" Release enough info too many outlets from within without being identified. Works for spies in wars. This is a war against voting corruption. Take no prisoners.

However, until the voters punish the incumbents, this all will be a "Hamburger Hill" waste of good reform.

I think jimmie & cynical both have good points.If were going to have David Irons rum successfuly It wouldn,t be a bad idea to continue to expose the dirt on Czar Sims like Armen & Stephan openly make it so odvious that it can,t be conviently ignored!! Then David Irons needs to spell out what common sense solutions he plans to enact so King County Gov. will be fair & efficeint. Then his chances will be greater of winning November in a landslide!! Exactly what we need to send Sims out on a rail & be successful!!

Why don't we start a collection plate for those who if "told the truth" could be assured some financial stability, in a form of job, free legal councel to Sue KC, ect.

23. Right now, Linda Dougherty, Director of King County DOT's Road Services, and one of her lieutenants, Jennifer Lindwall, are being sued in Federal Court for alleged retaliation against 5 DOT whistleblowers who've done a lot more than send an anonymouse letter.

The 5, part of the TFDM group responsible for building the county's traffic model, refused to go along with the pressures to signoff on the manipulation being done by DOT's Concurrency Group. That group analyzes the impacts a development application will have on county roads in the future, assesses mitigation, and determines whether concurrency requirements are met.

The 5, pressured to go along with decisions that they felt were improper and even illegal in some instances, were rewarded with bad performance reviews, removal from their positions of influence on application review, layoffs and demotions. One, a PHD in traffic modeling and a supervisor in the TFDM group, was rewarded with a layoff and rehiring with a 2-grade demotion.

Their lawsuit is now on-hold while the county works to defend the position, with our tax dollars, that Dougherty's and Lindwall's alleged actions, while performed in their "official" capacities, should allow them to be removed from personal liability for those actions.

Another twist in the story is a ruling from a hearing examiner a month ago, finding that DOT engaged in many of the alleged acts for a developer, vindicating the charges of the 5.

While the top-down organizational pollution in Elections is getting all the attention, it exists to a much greater degree in DOT and DDES, both part of Sims' empire as well. And don't be fooled into believing this is a relatively new problem in King County that arrived with Sims, or with Dean Logan, as the purely partisan Democrat leadership of these Executive Branch departments started before Sims, when Gary Locke defeated Republican Tim Hill in 1993 and ushered in this Democrat cesspool of partisan directors and department managers.

While I agree that many, if not most of the low-level employees in King County are honest, they are directed by their leaders to do things that are improper, and in many cases, illegal. Threatened with losing their jobs or going along, many choose the latter to retain their jobs, and some wage guerilla wars from within through acts like anonymous mailings.

The 5 DOT whistleblowers chose not to go along, and as a result are fighting a battle against the corruption within KCDOT nearly all by themselves. The press won't cover their story, and the public is mostly in the dark about it, while the press keeps the light on Elections.

You'd think that 5 DOT employees who've alleged illegal acts by their colleaugues would get some attention? You'd also think that their Federal Lawsuit that names the Director of DOT Road Services and others for their alleged retaliation against themm would also warrant a word or two. Wouldn't you?

25. I should also point out that this Whistleblower's allegations were only revealed to the public after a similar anonymous letter was sent to several individuals in King County. After the 5 had exhausted every avenue within the system, including their management, the Ombudsman, Sheriff and good old Norm Maleng, someone correctly decided that the wrongdoing they were witnessing was never going to be addressed by the "system that Sims built".

I like what Republican candidate for KC Council # 5 - Orin Wells - has listed in his priorities for election reform! Orin Wells is running against Julia Patterson in the newly redistricted 5th district! I met Mr. Wells at a local fair recently - and was very impressed!

Here's a tip...Be sure to check out King Counties new district map! You may find that your address is now located in a new district!!

Here is a list he's made of changes needed in our elections:

* Review and investigate all existing registered voters for possible duplication.
* The King County Vital Statistics office shall notify the Elections Office of the death of anyone over age 18 at least monthly.
* The elections office shall immediately check all deaths against the voters rolls and remove any found to be registered.
* The elections office shall check all deaths in King County for the past 10 years and remove any found on the voter's rolls.
* The elections office shall run all names on the voter's rolls against the INS databases of registered legal and illegal aliens and against the Social Security Administration database to verify that all registered voters are citizens. Note: The Secretary of State has indicated his office will do this in 2006 once the state-wide database becomes a reality. I think it unlikely they will apply the resources to accomplish this.
* The prosecutor's office shall be directed to actively prosecute all legal and illegal aliens who have registered and voted in King County Elections and to refer all illegal aliens to the INS for deportation procedures.
* The elections office shall check all new registrations against the INS databases and Social Security Administration database to verify citizenship before fully accepting a registration.
* A peel-off barcode will be added to each ballot to help reconcile all ballots to voters at the polling stations.
* The elections office shall remove all voters with registered addresses at mail boxes and require verifiable physical residential addresses.
Registrations will not be accepted in names other than the full legal name of the registrant.
* The elections office shall remove all felons from the elections rolls and check all new registrations against state and local felons lists before accepting a registration.
* Documention of these registrations and findings will be maintained in the elections office records and not destroyed as is currently the practice.
* The elections office shall no longer mail all absentee ballots with the notation "Forwarding Service Requested" but with the notation "Change Service Requested" and shall remove to the inactive list all voters identified by the US Postal Service as having moved from the address of record.
* The elections office shall confirm the current addresses of any voters that are identified by duly elected Precinct Committee Officers as having moved and remove to the inactive list any confirmed as having moved.
* The elections office shall send annual certified letters with return receipt requested to all out-of-state permanent absentee voters calling for them to re-certify that they are Washington state residents for the purposes of voting and that they are not registered to vote in any other state removing to the inactive list any that do not respond afirmatively. Documented military and foreign service employees will be exempted from this annual certification.
* The elections office shall remove to the inactive list any voter who does not vote in at least one of 5 sequential general elections or at least one intervening primary or special election.
* All voters in King County shall be required to show valid photo id to receive a ballot at any polling place on an election day. Note: The state legislature has now almost implemented this requirement but included the following as acceptable identification: "...a copy of a current utility bill, bank statement, paycheck, or government check or other government document". Clearly they fell short of a photo id. Whether King County can implement more stringent identification requirements than imposed by the state is an issue we will have to explore..
* Anyone registering in King County to vote shall be required to show proof of citizenship.
All provisional ballots shall be color coded and/or specially coded/bar coded or oversized so as to prevent them from being sent through the ballot scanners before the voter is properly veified.
* All poll workers shall be trained on the proper handling of provisional ballots.

35. Thanks, Chris--every organization has its rotted wood; I'm as loyal as the next guy to an organization, but at some point one has to draw a line.

Nearly every line person (except lazy union-protected ones) quakes in his/her boots at losing a job. Until the higher-ups demonstrate that same fear and respect for the system, crap will continue. Carrot & stick. Watch some big guys go down & more will step forward to try to help their own department look "clean" like a matter of pride; reward the efficient & clean departments with bonuses;

Collection plate--perhaps--but maybe one that recovers a percent of the cheated amounts--like a bounty of finder's fee. Like the inventor guy on a factoryline with an idea--cut the idea guy in for a percent of the savings or improvements. You'll see ideas and cheating pop out quickly. the big brass who usually sat on their collective a&& will show their creativeness or lack of ideas. any whistleblower system that is not airtight or is frustrating is a useless system; whistle investigators need to have the power to arrest or fine any boss that obstructs their investigation; threats scare no one; watching your boss or another worker get led away in cuffs does wonders for ethics; granted, no one wants to be the pariah or company tattletale; however, the morale that suffers with unpunished and arrogant cheaters is a REAL killer;
